To the people of Vasconia

We are quite aware of the apprenhension and anxiety existing in town and court. You are concerned about the existence of the House of Albret as well as the noble determination which has always characterised the Vascon citizen of an indisputable nation wishing to recover its identity.
From my forced exile, I urge al Vascon citizens to exert all your territorial, social and political unity, (indispensable and coveted) to form a front against the occupying imperialist French and Spanish states. Vasconia should not be a colony but the nation from which we come. With your unity, I can assure you, that no democratic state can refuse us the legitimate right to sovereignty.
Our history and existence is the guarentee and safe-conduct to a return to the European setting from which we were separated by violence and weapons more than five centuries ago.
With such a noble and just cause, I transmit my message to all, politicians, social agents and citizens. Resolve and democratic unity against occupation and usurpation. Your clamour reclaiming sovereignty will be heard in Europe; of this you can be sure.
